At the IEC/TC4 General Meeting, Professor Han Lei of the School of Energy Science and Engineering presented a report on China's hydropower development and China won the privilege to hold the IEC/TC4 Plenary Meeting in China in 2028.

From the 1st to the 5th of June, 2026, at the invitation of the Standards Council of Canada, Professor Han Lei of the School of Energy Science and Engineering, Harbin Institute of Technology, attended the International Electrotechnical Commission's Technical Committee on Hydraulic Turbines (IEC/TC4) Plenary Meeting and related working group meetings in Canada. Professor Han is a member of IEC/TC4/WG35. He participated in the WG35 working group session, engaging in in-depth discussions, amongst these participants were experts and representatives from over ten countries, and Professor Han’s focus was on the international standard development of scale effects in impulse hydraulic machinery. The discussions advanced to clarify the key follow-up tasks in this field. Professor Han will continue to promote the alignment and incorporation of national standards with international standards.

During the meeting, Professor Han also attended the WG33 working group. In this session he brought forth details of the international standard formulation for pressure pulsations in hydraulic turbines. Professor Han continued to then participate in the MT/29 working group meeting. In this assembly was an exchange of views on sediment erosion standards, with a particular focus on the third edition of IEC 62364. The delegation proceeded to visit Quebec's first bulb turbine powerhouse for an on-site inspection and conducted technical exchanges on the operating conditions of bulb turbines and generators.

At the Plenary Meeting, Professor Han delivered, on behalf of China, a report on China's hydropower progress and presented China's bid to host the 2028 event, including arrangements for the conference. Professor Han’s proposal was approved by the representatives of the member countries unanimously. China will be the host country for the 2028 IEC/TC4 Plenary Meeting.
